Article XI: Education and Scientific Research
Inspired by Finland's educational success and Israel's commitment to research and development, this article sets forth the Republic's approach to education and scientific innovation.
Section 1: Right to Education
1.1 Every citizen has the right to quality education, which shall be provided by the state up to a minimum level defined by law.
1.2 Education shall be inclusive and aim to eliminate disparities based on socioeconomic status, ethnicity, or gender.
Section 2: Curriculum and Standards
2.1 The educational curriculum shall be designed to foster critical thinking, creativity, and civic responsibility.
2.2 Standards for educational institutions shall be set by a national body but may be adapted to fit local needs and cultural contexts.
Section 3: Scientific Research and Development
3.1 The Republic shall invest in scientific research and development to promote innovation and economic growth.
3.2 Academic freedom shall be upheld, and research institutions shall operate independently under broad legislative guidelines.
Section 4: Vocational and Adult Education
4.1 Vocational education and training programs shall be established to provide skills that meet the needs of the labor market.
4.2 Adult education programs shall be available to provide lifelong learning opportunities.
Section 5: Education Funding
5.1 Education shall be funded through a mix of national and local government resources.
5.2 Additional funding mechanisms, such as scholarships and educational bonds, may be established to support educational initiatives.
