Inspired by the social welfare models prevalent in Scandinavian countries, this article aims to create a strong social safety net and elevate the quality of life for all citizens.
Article II: Social Welfare
Section 1: Basic Rights and Services
1.1 Every citizen shall have the right to basic services including, but not limited to, healthcare, education, and social security.
1.2 It shall be the duty of the government to ensure that these services are universally accessible and of high quality.
Section 2: Healthcare
2.1 The government shall provide a universal healthcare system that is available to all citizens.
2.2 Private healthcare options may coexist with the public system, but the government has an obligation to provide a high standard of care in the public system.
Section 3: Education
3.1 Education shall be provided by the state and shall be compulsory for all children until the age of 18.
3.2 Higher education and vocational training shall be made accessible to all citizens, irrespective of their financial status.
Section 4: Social Security
4.1 A comprehensive social security system shall be established to provide financial support for the unemployed, the elderly, and those unable to work due to disability or other reasons.
4.2 This system shall also offer parental leave, child allowances, and other forms of family support.
Section 5: Unemployment Benefits
5.1 Citizens who are unemployed through no fault of their own shall be entitled to unemployment benefits.
5.2 The government shall also provide programs aimed at retraining and reintegrating unemployed citizens into the workforce.
Section 6: Housing
6.1 Every citizen has the right to adequate housing.
6.2 The government shall take measures to provide affordable housing options and combat homelessness.
Section 7: Food Security
7.1 The government shall take measures to ensure that no citizen goes hungry and has access to nutritious food.
7.2 Programs shall be established to support local agriculture and ensure the stability and safety of food supplies.
Section 8: Government Responsibility
8.1 The Parliament shall regularly review and adjust the social welfare policies to ensure their effectiveness and sustainability.
8.2 Transparency reports shall be published annually, detailing the effectiveness, reach, and financial status of social welfare programs.
